Check the tacho drive cable first, disconnect it from both ends and ensure it revolves freely. If that's OK
remove the tacho and check the drive end revolves freely. If it does not spray some WD40 in the drive end where the cable is attached and turn the drive until it's easy to turn. The problem is that the grease they contain becomes hard with age, often more of a problem with the speedometer as that has gearing to drive the mileage counters.
